IIRC, the Fallout 4 DLCs don’t have scripts to inject items into leveled lists, so they cannot appear in the base game, but that’s going from a few months ago. However, in my hundreds of hours with DLC installed I played I never saw a DLC weapon in the base game area, or the ammo for it.
Like @SGR said for the majority of the loot that you find in the base game area will not be from the DLC. However, I have seen legendary drops which are from one DLC that will either show up in a different DLC and I believe also in the base game area. For instance, I once found a lever-action rifle in the Nuka DLC before starting Far Harbor.3If you only have Far-Harbor and Nukaworld installed, I don’t think you’ll find any loot from the DLCs in the base Area.0Started a new game recently and I dropped a Far Harbor weapon in the base game (around level 20). This seems to be very rare though and I haven’t found any ammo for it yet.
The only DLC quest I have for now is the Automatron one, so Far Harbor is not accessible yet. All DLC are enabled.0

From the point you buy the DLC some weapons and artifacts will become available in base game even if you have not started any of the DLC and some DLC locations may be used in side quests, even if you haven’t activated the expansions (by listening to their related radio stations on your Pip-Boy ).
After playing Nuka world and loving all the Different types of NukaCola, it bothered me that they didn’t get added to the base game. This mod fixes that by adding all non mixed Nuka colas to the NukaCola vending machines, most meat, cooked and raw from both Nuka world and Far harbour can spawn in inventories and be sold by Venders and Vim can be found alongside Nuka colas in shops too.
So, usually when you place an item, it would be something that starts with 00, but with dlc items, when you look it up, it will just say xx. The Explanation Basically, since Fallout is just the original game, it is what loads first, therefore being 00.
