Dec 05, 2009 · Flower seeds are allowed on an airplane. But most countries do NOT allow you to bring flower seeds in unless you have proper approval or permission. Most probably you’d need to make declaration. USA does not allow flower seeds or plants to enter if you simply take it on the airplane.
